Abyssal Scepter was a core item on both of them and they needed it to be effective. Now they have to sacrifice an item slot to get the passive and lower their damage overall.
This item is now making 
ridiculously powerful and they are slowly becoming meta while Diana and Lissandra are left to rot in the gutter.

They basically deal 10% less damage now. That's significant when you consider that most nerfs remove less than 5%. Often from only a single ability.

He goes jungle cinderhulk, righteous glory, warmog's, stoneplate and just makes a bee-line for the ADC to 1-shot with R. Bonus points if you use %HP runes.
