What winrate do you actually need to skip divisions?

It's not drive by win rate, but by your mmr compared to rank. If your mmr is so far above your rank, it will skip divisions.

I can try and test this if you want. I'm already grinding a smurf with the intent to climb. I can dodge out promo games and see what it plays catch up on.
