Why? Op champion.Why was reverted?

The E nerf is not enough. And he sits on a 45 % banrate for now.

Fizz needs more nerf.

I doubt that nerf actually accomplished what Riot wanted to do.

It could also have just been experimental to see how big a difference attack range and ghost effects have on players at varying stages of the game.

Fizz has NO passive anymore. He isn't OP champ anymore, he is trash now like Akali, maybe even worse.

Then it's good if nerfs are reverted. Assassins are only healthy champs in the game, tanks and adcs are not balanced.
