Is shaco any good

Shaco was one of those champions that was broken once S7 dropped then got nerfed into the ground. Shaclone still plays him because he's shaclone and makes him work. Anyways jungle exp got changed and shaco is good at counterjungling. Also the runes we're reworked as well. I actually tried him several months back ad my scores weren't amazing but I didn't exactly feed. I just didn't don't get too many kills. Anyways did any of the changes make him usable for the non otp's that want to learn and develop the skill to playing him.
