The bar is VERY high, though. You just need to get good.

EDIT: I know a few people will point out the weirdness of my build. I built the support item and boots first, then the Frozen Heart, and somewhere in the middle of the Frozen Heart, the Wit's End. The Wit's End was mainly to boost Thresh's on-hit effect, but by the time it was built, the game was already in the bag, so I thought why the hell not and tried to build a BORK as well.

The issue is probably coming from Riot counting CS for supports. Generally the only time you'll collect CS on support is when your team is straight up garbage.

You realize that the system is based on percentile, as in it's based on everyone's performance with that role and champion? The support chivalry, as it stands, discourages the support from killing ANY minions because it might full tilt someone, even if no one is around to claim them. They end up letting lanes get pushed and the turret take all the minions just in case killing them causes the ADC flies off the handle into a baby-punching rage.

The support chivalry has severely damaged the attitude supports have, and what is expected of supports. As soon as people start to shift their attitudes even slightly, the general performance of the lower tiers of supports will go up considerably.
