This item single handedly makes tanks fall off hard late game, that and black cleaver. Not only does it ignore 45% of your purchased armor, it gives a 15% damage boost. That combined with tank shred abilities and bork makes tanks only last like 4 seconds late game, and make it 2.5 seconds if they have vayne. Trust me I played against a vayne with ldr and after that tankiness doesn't exist anymore.

Or because they just built normal tank stuff. Ever faced a malphite with over 250 mr and 414 armor with 4k health? Stats like this are why you need pen because even with 45% bonus armor pen you are barely making a dent in that.
Pen can be less ridiculous when tank stats are less ridiculous.

Lower resistances make health less effective on them than others.
They get their eHP from doing high damage > high lifesteal.

Without that 6th item, they will lose in terms of damage and then their team will lose the fight because of it.
A decent adc/support can stay alive through a fight with kiting and peeling. They are designed to survive without it.
