Can someone explain how to get Hextech Annie?

Can you get it just from opening a chest? Can you get it from rerolling champion shards? Can you get it from rerolling skin shards?

You can get her shard from a chest, you can get her from rerolling skin shards and you can get her from combining 10 gemstones (get those from chests). You cannot get her or any skins from rerolling champ shards.

Open chests, get either the super rare drop of the Hextech Annie shard or get less rare drop of gems and when you get 10 gems you can turn them into the skin.
