Does Ruby Sightstone actually work?

Hello! I am a fill main(therefore support) and I have been tinkering with some of the new stuff. I tried those new sightstones, and found them pretty lackluster and not worth purchasing. I never bothered with Ruby in season 5 because it was pretty lame too. However, I read Ruby Sightstone lately and went "oh wow, that actually seems ok, it's a lot of health and has a good ability that synergizes with the support role"

I wanted to take it on RaceCar Zilean, because who doesn't want MORE lockets, MORE Righteous Glories and MORE talismans? Catch me if you can, Quinn! But I noticed that my 60 second cooldown on Randuins and Talisman and the 90 second Righteous Glory , upon buying Ruby sightstone, did not have their cooldowns reduced? Is this just a tooltip error, or is Ruby Sightstone a complete and utter lie fabricated by LeBlanc?

the tooltip itself isn't going to change but if you use the item and then watch the CD you will see a few seconds will be shaved off the CD. Frost Queen has 54 CD or when you use it after you purchase ruby sightstone
