It's just a BM item, and it doesn't support "good" players, it just reinforces toxic play. Sword of the occult was removed, so this is a simple step.
darkdill2 votesMejai's isn't just for mid-laners, you know. It also works well on supports who can avoid dying like Janna or Support Lux. They might not build stacks as fast via assists, but they aren't as likely to lose said stacks if played well.

If I start and get 10 stacks on it, then I know I'm playing safe enough and getting enough kill participation that I can justify buying 
. Since no longer needs full stacks to be effective, it's OK if I get killed every so often. If it looks like I'm no longer able to maintain >15 stacks, then I can sell it back and buy something else.
Sword of the Occult was removed because it could only be picked in a situation where you were going to stomp your opponent. Mejai's Soulstealer works because you can alternatively stack it by being safe and still helping the team.
