Let's wait for the AP item changes
So, as Meddler said, the AP item changes will be coming in patch 8.4, the AP item changes may just be what the AP champs that're struggling (
for example) need, and may be what provides champions like 
that little bit more power that she needs to get out of the spot of just being a mediocre pick in the current meta.
Liss will still probably need a few buffs even after the AP item changes due to her kit, but the needs of Ahri, Evelynn and Elise could very well be met by the AP item changes.
That being said, the AP item changes could also negatively impact them depending what they are, but I'm hoping Riot will implement the changes well, in a way that helps the struggling AP champs while also not pushing up the power of the abusive ones. (
for example.)
If the AP item changes aren't what etc need, and just make the few that're meta stronger, THEN we can riot. But please not before that.
