Random lag spikes (my commands not going throug

I have these lag spikes during which my commands won't go through like movement command, spellclick etc. My ping and fps stays exactly the same 110 fps/35 ms in a particular game. I ran logreader and it gave me a score of 96 with a 0.04% packet loss, the spikes it shows doesn't match the times it actually lagged.

I live in a dorm with the best internet of the country and i can see others who live here having this problem too, but I even hear my other friends who don't live here having this issue (but i am not there so it could be something else). Sometimes it doesn't happen, like there are weeks when it's fine then it's not. Is it just a riot issue or what?
