Drop it to 600 gold like Stopwatch and its a one time use item.

PandaPo1 votesI don't know, though how much can QSS save you from an assassin as much as stopwatch can. (Assuming your team is nearby) Doesn't seem that useful. Almost all the classes shit on AD Carries. (From what I have seen) It can only save you from one cc. So, assuming your team is smart, they won't load their full CC on to the AD Carry and wait for the QSS.

Metal Janna1 votesI always find it wierd when I watch pro matches and someone eats an important CC... only to keep right on walking without so much as a stutter. Not that that's a problem with QSS... that's just the astonishing level of skill pro players have.

When a champ is "CC him and he is nothing" means they buy this and 100-0 anyone they run into because anyone that has the damage to kill them do not have more then one hard CC.
I posted this because the Smurf Irelia bought it second item and didnt upgrade it until it was her last item and became a 1v9 champ with it. She made sure to never be alone so every fight with her was 2+v1+ or a full on team fight.
Even 
is on a longer CD for what it does.
