Taking 21 points in the utility tree on non-supports

Since the utility masteries are getting a big buff, I thought it would be interesting to see which champions besides supports could go 21 in utility. Who could give up the damage from the offensive tree and the tankiness from the defensive tree to benefit from the movespeed, CDR and manaregen the utility tree gives?

Ryze Ryze. He will melt your face if he gets close enough, so he loves the movement speed. CDR and manaregen are perfect stats for him. In his weaker early laning phase he enjoys the sustain from Culinary Master and Vampirism and Wealth gives him an extra potion.

Singed Singed. Another champion who enjoys the extra sustain in the early laning phase so he can ignore his opponent. Movement speed and mana regen are great for him. He doesn't benefit as much from CDR as many other champions, but Bandit might be a decent alternative. +8 gold for attacking each enemy champion every 5 seconds gives you a nice income when your poison is all over the battlefield and you thrive in long fights or chases.

Nunu Nunu. The yeti rider loves movespeed to roam around the map, combined with his bloodboil. CDR and mana regen lets him spam his spells a little more. He also has a wide variety in item choices, so 20% CDR on active items can come in handy.

Morgana Morgana. 20% CDR on Zhonya's, enough movement speed to keep people ult tethered and some mana regen for waveclear and fishing with dark binding. For that utility she gives up on the extra damage from the offensive tree, but damage was always a secondary strength on Morgana.

Lulu Lulu top. You pick her to bully melee top laners and Bandit gives you a nice gold reward for that. Wanderer helps you run away before any danger gets to you. Furthermore the CDR and mana regen are a no-brainer. Lulu adds more utility than damage to your team and utility masteries make her even better at that strength.

Play Morg support anyways, and it seems good on lulu despite what roll she is, can't say the same for other supports. I think Taric might become tier one support after these changes go through, because his q is losing its mana cost. LONG LIVE SUPPORTS!

I don't think it's worth doing. 21 In offense improve damage dealer dueling potential by 20-25% 21 In defense improve tanky champion dueling by a little over 15% 21 In utility you get might get 10%

I think it's very worth doing. Getting mana from items is very expensive. If you have that extra 1000 gold to spend on offense or defense, you're probably going to be a lot better off. Who does more damage, that 500 AP champion with 21 offense mastery points or that 300 AP champion with 9 offense mastery points? Yes that chalice can set you back that much since they have finished their Rabadon's and you haven't.
