Ward skin lockout during champion select

Someone explain to me why I can change everything at champion select besides ward skins?

What's the point of that? Why isn't everything just unlocked?

It doesn't make any sense. I can change my runes, I can change my declared champion, I can change my summoner spells, but I can't change my ward skin - as though it has some extreme game-deciding strategy potential?
