The unreliability is probably to do with how powerful it can be, so they'd have to trim down the power. You know how much Riot loves unreliability in things nowadays :P

It's not an active in the sense you want it to be, because it would be too powerful. The unreliablity of it is supposed to be played around and coordinated with. Harder to do In solo queue, but timing it with a duo can be very powerful.

Yeah, I would love it if they made it conditionally active. It will blink in your inventory or you just have to notice the hotkey number pop up from not being there and then you can activate it. If you don't use it after X number of seconds then you lose it and have to wait for the condition to be met again.

it already is a semi active

you can simply put it on someone when a fight starts to make it less ranmdom

Actives are not "the point of support". In no way, shape or form does active item = support. Aegis is a fine support item, no active in itself. Youmuus is not a support item, has an active.

Even warding isnt a support's "job" per say, the entire team should be warding, the support just has reason to invest in additional wards because they dont need items to scale as well usually.

The point of the support is to be as efficient as possible in base stats alone while being effective enough to keep the ADC alive, opening up a needed gold channel for a role that desperately needs to amass lots of gold and isnt safe enough for a long lane.
