Why is Alistars Heabutt on W not E?

I mean most light cc is on Q ,heals are usually on W ,and gap closers are on E. I configure my abilities with E and W switched and i combo so much better. Gragy, Xin, tristana are just a few i can think of. But usually gap closers on Q or E so why is ali different?

Sejuani: Q is a gap closer...E is light CC...R is hard CC Amumu: Q is gab closer and CC Braum: W is slight gap closer Diana: E is small CC. R is gap closer Lee Sin: Q is gap closer

My list can go on...there's no "Q has to be ___ and E has to be ___" It's whatever order Riot wants to put them in. What you mentioned on Ali isn't the abnormal....

Because utility moves are almost universally on E?

The only time CC is commonly on a certain key is when the champion doesn't have much CC to begin with. On champions with a lot of CC, such as Alistar, it can go pretty much anywhere
