There is NO reason for someone to come out of lane phase going 0/10 when they weren't even being remotely camped, and even then...

I expect most platinum players to recognize when theyre behind and initiate damage control (concede cs, gain experience, remain closer to turret). And it was a velkoz on our team, he had lost chapter and 2 d rings, if he cant safely farm from a mile away with that then IDK why he's in plat.

The "Unskilled" report never did anything, it was just for elitist trash to vent and pretend people would get punished for existing.

It was actually there so that if enough people reported "Unskilled" that it would lower his MMR to match him more appropriately with people he should be playing with.

Never worked out quite that way, but that was the intent.

Riot repeatedly stated (in language vague enough to leave trash room to vent) that it did nothing and was just a trash-vent button.

Yea because Vel'koz doesn't have cooldowns. You do realize he's an easily divable squishy mage, right? Any champion can be dived really, anyone that's ahead has no reason to abuse their kill and keep going for more until the only way to have them not die anymore is just for Vel'koz to give up his whole lane and not step outside of the fountain due to an assassin with edge of night or whatever ambushing him before he reaches his first tier tower.
