If you're full-build + elixir, why take all the farm?

Hasn't happened to me in a while but I actually question the decision. It doesn't just happen in low elo (where I'm at), but also in pro play. Fnatic will give Rekkles all the farm even if he's at 6 items no boots + elixir and level 18, while the rest of the team is behind in levels and items.

I can understand the need to waveclear obviously outweighs the desire to farm in certain situations, like when the enemy is seiging. But when they're not, why hog all the creeps and jg camps?

In many situations its better to just allowed rekkless clear the farm asap , so they can spend there time rotating or placing ward vision.

A lot of it is just built in muscle memory and habit really, but games aren't typically supposed to run that long.

More macrowise, the full build power house is probably able to very quickly waveclear, and further by virtue of being full build they're probably the safest alone (contingent on strong map awareness and vision, since I realise lone adcs are pretty juicy), while the not-quite full build people are safest banded together.

Clearing jg camps can sometimes be used to deny enemy gold as well just in case the enemy happens to be in the area before the camp respawns.

I ban Teemo whenever I top. Then again I hate every single top lane champ/matchup and would prefer if I never had to play that role ever

I know that for me personally, if I happen to be carrying my team, having a stock pile of gold would allow me to radically shift my build late into the game. For example, if I’m having trouble assassinating a Caitlyn as a Quinn Top, I could use the gold + the sell value of 1 item to straight buy RFC to burst her down from far away.
