Is there a reason Riot hasn't taken the nerf bat to Ivern?

He was above 55% back in 7.3 and he's on his way towards 58% yet there are no nerfs on the pbe

they already nerfed his E shielding and cooldown and i think they took the previous pbe ivern nerfs (bushes) and moved it to a later patch

clearly it's not working given that his win rate is going higher and higher over time despite the wrist slaps he's recieved

he needs some brutal nerfs to bring him down to a balanced state

make his ult cd start when daisy dies instead of on cast (currently how yorick's ult is) or reduce duration -3% win rate right there at minimum
