It allows Marksmen to completely forgo building any lifesteal because of how well it synergizes with critical strike items (especially Static Shiv and RFC), which is rather problematic as it allows Marksmen to build for maximum DPS with negligible downsides.
Hopefully with the new Rune/Mastery system this will be addressed.

This is shaping up to be Warlord's replacement in the new Runes. Comparing the numbers, the new heal is almost always inferior to current Warlord's - which is good.
