Okay so, does anybody use this rune with an amount of effectiveness? I'm genuinely. curious, because it's hard to track the win rates of runes, but I can't imagine this rune has a good win rate, simply because I can't think of any champion in any role that wants to take this.
It's actually used in some of the new "OP Korean ADC" builds that are around https://www.youtube.com/watch?v=MuPGkPIboFs it's okay, I've been using it here and there but it could still use some work.

Basically every late game AP mage that doesn't need the early poke from scorch.
Sona, Soraka, and Rakan among my mains legit benefit from this rune, if only a little.
When you're a support main literally any AP is helpful for poke.
I take it on a lot of AD bruisers, just to have that +29 ad at 30 minutes. Most of my games conclude at 30~35 minute mark, so I still feel like it's worthn
Only if I'm playing against Anivia or Ziggs since you need Baron to push against them.
As long as you don't need early poke from scorch can can use this rune
