That's not how that rule works. That's more '(This person) is (hacking/scripting/afking/breaking other rules) in my last game.' Which turn into witch-hunting of people spamming them msgs and stuff in game which is harassment.
Making a post about a famous youtuber not being their cup of tea doesn't fall under that rule. Also not sure if 'qtpie' is actually the summonername, just his youtube persona, he does have more than one account so most likely the syndra video wasn't even actually 'qtpie' summonername, just on his 'qtpie' youtube account.
If straight talking about any person by name was against board rules how would everyone even talk about pro's? Half of Riot's own posts around this time of year (worlds/lcs) would be against their own rules.

Ok, I know counterpicking syndra into a TF is good stuff, which is like legit target practice. Hell, I dont know what the challenger meta looks like, and I dont simply care since I have my own elo to care. But I have to question, is this stuff even entertainment? Or even worth seeing challenger level plays?

Shrugs. I may believe a challenger, but I don't believe in the words of some entertainer aiming to get publicity. Especially when he gets spoonfed by a blitzcrank that is somehow CONVINIENTLY at his side even if he has not roamed to bot.
