Twitch fix to make him better

I did a post asking why Twitch wasn't popular. I got a lot of great replies. So I thought this would help his early game.

Make his stealth activation time scale with his health. The lower his health, the faster he enters stealth. I would set it so that if his health is 25% or less, it's instant. Now this would be a pretty significant buff, so I think we should nerf his W so that it doesn't add any stacks of deadly venom.

I think this would allow his early game to be a little safer while keeping his late game great. Good idea or not?
