What's the reasoning for Sona's W and E being practically unchanged with rank?

Heal (W): 30 / 50 / 70 / 90 / 110. Cooldown remains the same at all ranks. Movement (E) 13 / 14 / 15 / 16 / 17%. Cooldown remains the same at all ranks.

Really?? Why are two of the poorest scaling abilities in the entire game on the same champion? Sona has the most lopsided kit in the game. If you don't want to change the numbers, give us some sort of interaction. Maybe a scaling AP ratio on W, or a scaling % missing health boost. EX: +.5% per missing health at rank 1, +1.0% per missing health at rank 5. Maybe even have the amount of heal targets increase with rank.

Literally give me any reason to rank them up.

you mised the SHIELD STRENGTH: 35 / 55 / 75 / 95 / 115 (+ 20% AP) (+ 10 / 20 / 40) at her W

so basically you got an "bonus hp pool" of 75/105/145/185/225 + 40% AP, and don't forget the missing hp scaling on the heal part.

Because she has a shield, and crescendo, and you're an idiot.

W isn't too bad to scale up as there's pretty much no bad time to use it, and there's also no risk involved in using it.

Q has bad times to use it and is generally risky to use.

Concerning Perseverance's low values: it's worth noting armor and magic resistance exist and those get better on everyone as the game goes on. This effects healing and damaging spells quite differently. If you have 50% damage reduction, restoring 100 HP is effectively restoring 200 HP: as your opponents need to hit you with 200 damage pre-mitigation to negate that 100 HP heal. Inversely, hitting someone with a 100 damage skill vs. 50% damage reduction means you're only doing 50 damage.

If I recall correctly, both those spells have naturally low cooldowns and they possess passive/lingering effects and chain effects as well. Could imagine how strong Sona would become if she was given any additional buff in numbers or scaling ratios?

You can't just look at the abilities statistically on their own, they have multiple chain and situational effects (ex. combo with passive, aoe buff effects, and so on) that make those spells a lot stronger than you could even imagine.
