Is it just me or does anyone else feel like they don't get enough xp when jungling?

Mid and top lane hit 6 before I do a good majority of the time, so I have to farm up camps before I can gank again. This is more noticeable on tank junglers than others because they clear slower, but it just feels awkward in general trying to catch up in levels.

You can hit level 6 first by going krugs>raptors>wolves>gromp or in the reverse order. Buying the second component of your jungle item and then doing a full clear including the buff camps.

junglers have less exp than solo lanes but a bit more than bot laners, seems about right

I've not been having any issues keeping up or outleveling my laners in the jungle.

Then again, I tend to be rather farm-heavy and I'm good at soaking minion gold/experience when the opportunity arises.

I think it's because you are supposed to make your presence felt in a lane at some point. You get good xp and offset an enemy if you can manage to pull something off in lane. Even just forcing enemy flash severly limits what they can do to farm in a lane. Plus just because someone is level six deosn't mean a jungler who is level 4 can't gank them. It is two v one odds should be in your favor.

Unless of course they have an AoE ult like Ori or Liss, or are simply unfazed by multiple opponents like Darius or Vlad.

It's easy to feed a kill by trying to go in underleveled.

Agreed and thats why you have to be aware of who a champion is and what they are capable of in corolation to what you are using. A level 2 zac can gank a level 5 darius depending on what your top lane ally is. An Eve is probably going to have a rough go of it however even if the level diff is one level.
