What is this with this rating system?

So can someone explain this? i know about how ratings work, based on your stats compared to stats of other people playing same champ same role. Can someone proved us with a website of average champion statistics? so we know what we need to accomplish to get an s? im not sure if this site is accurate but if it is this is redonk :/
