Lucian no longer needs vision of an enemy to use 'q'

That's actually a pretty major buff. His Q has a pretty long range, and it certainly hurts a lot. Making it free targeted gives him so much more freedom to harass with it in lane, safely poke (both in teamfights or just in general), farm from a safe range, etc. There are so many situations that helps him so much in. It's just too much.

It works well as a long-range spell that needs a short-range target. Not worth changing.
