So if she's such a get in your face champion, why is her Q and E range so long? I think a viable nerf to her would be shortening the range of those abilities, seeing as how she can close the distance and use them point blank most of the time.

But technically she is considered a 'kite' mage. her whole kit is designed around it. Take a look at the Q movement speed, the E charm, and how most pro players use her ult in fights / teamfights. It's actually better that her Q has such a long range, it forces her to use the ult to re-position it for the return damage.
I respectfully disagree with your idea, because this change would gut Ahri. There are better ways to balance her before we have to resort to that.
EDIT: A better way to keep her from wanting to close the distance and land free skillshots is to change the damage and/or cc duration to scale up with distance hit. But this might create other problems for her theme and playstyle.

Her CC duration is not bad. Her charm is not so easy to hit. It can be body blocked and it shouldn't be too hard to land since it is a gate way to her dealing more damage.
Also, if she is a kite mage, why does her ult do free auto damage. Her ultimate has the characteristics of being a target that it deals free damage. Also, I don't think any one is really saying that her ult shouldn't do damage. It shouldn't do free damage. Making her ult have a cone in front of her, makes it so that she has to be constantly aggressive if she wants to deal that ultimate damage.

A better fix is to remove either

It makes trading with her a bit hard because all has to do is push the next minion wave with Q to get a huge chunk back.
