Really tired of getting my secondary more than my primary

I thought that "primary" role was the one that you preferred to play. Why doesn't the system seem to care? The opposite effect seems to happen, I've queued up about 6 times today, and I've only gotten my primary twice. It's not like I'm asking for mid primary and support secondary either. I queue up with top as my primary and jungle as my secondary, yet I've only gotten top twice. Then the time I really want to play jungle, so I put jungle as my primary, guess what? Top lane it is.

Is this happening to everyone or just me?
