maybe the current one is understatted, but shes at least not as terrible in terms of counterplay. i think the largest problem with her is how accessible her sustain is.
just remove it. she picks ravenous hunter and gunblade anyway.

I'd say it is. Looks like high risk high reward to me. That also proves that old Akali took plenty of skill. You needed to be skillful with her to receive that high reward even if risky.
