so,item 3174 was chosen as an item for ap supports by riot, more generaly champions that deal damage and have a heal or a shield in their kit. my question is,if it was designed for ap supports shouldnt it give armor? why does an item mostly bought by ap supports give magic resist?

Because enemies tend to deal both AD and AP damage.
