Heimer can afford better health care.

Because Heimer used to get health regen from his passive, but when they changed it so health regen worked by 50/100% etc. of base regen they made his passive no longer work with him, but increases his base health regen to equal what it used to be.

End result, he has the exact same health regen, just now his is in his base stats instead of his passive.

Because that is Darius 's gimmick. Having some of the highest base stats in the game so that he can automatically win trades in lane.

Other than that he's pretty shitty.

To add on to what Lord Duesteon says, you can buy a health rejuvanation bead on Heimer and increase your health regen by a ton compared to other champs, since his passive is inside his base health regen. Not saying that it's totally viable, but it is something to think about.
