He's literally a better blitzcrank that does stupid amounts of damage for no reason, you are never safe because god forbid you get under 50% hp you are ganna get killed from half a screen away, the lethality scaling on his ult was a huge mistake. I'd take tank pyke over this new bullshit any day.
He's broken for sure in ARAM :)
Pyke is a support designed to get and secure kills
blitz is more a disrupting tank that can get kills too
But yeh pyke is broken i get his thing is killing is the best peel which is good but i find the aoe stun and the hook pull/slow is strong enough utility as its own as well ... i find to go with a champ that secures kills as well as gains extra gold should have weaker utility to make up for it ... E could have been a hard slow or some grounding ability a stun is too strong when coimbining with his theme

Yes
In my opinion he is indeed a Blitzcrank without meaningful windows of vulnerability or seemingly really any noteworthy weaknesses. Unfortunately, he's not the first of that variety either, as Thresh exists. Both of those Champions are similar in that they have a variation of Blitz's one-trick-pony effectiveness without the drawbacks of not doing much else like Blitz has to deal with - both Thresh and Pyke are grossly overtuned Champions.
