Does the augment passive count towards augment limit missions in Odyssey?

So I have the "Clear Onslaught with each person having 4 or fewer Augments" quest. Question is, does it include the passive or not? Can I pick 3 or 4 personal augment choices?

i checked and passive doesnt count look pants vs dragon vid he has 4 augments
