Suppressions are really a unique type of cc, because it is usually a champion who is almost self cced to cc another champ. It is also stopped if the source is cced, where as all other forms of cc are instant. You also usually do a ton of damage while you suppress someone, unlike most other cc. That is probably why suppressions are immune to tenacity, but can be removed with a qss. It would be really weird if mercs made a warwaick ult 35% shorter.
Knockups are probably immune to tenacity because of the animation, same with knockbacks. They are also immune to any cleansing, unlike suppresions. They are balanced around being the "strongest" by also usually being the shortest. Suppresions are probably the weakest, because they are interrupt-able by other cc. This is balanced out with you doing tons of damage to the target while they are suppressed, excepting urgot, who sucks. Other cc that does damage are usually spells with two parts, such as swains laser bird. The damage and the slow are two separate things, with the damage continuing after the slow if you have tenacity.
