A little utility buffs for AP Ali?

There is one problem that bothers me when I play AP Ali. When I try to push my lane Q or E with passive fks up my farm. The ticks on passive have a huge time gap between them and with natural Ali's attack speed, it gets almost impossible to lasthit whole creep wave. Due to the fact that Ali is melee, wasting abilities on creeps and losing cs while at it means a death sentence to him against any competent opponent. My suggestions:

1. Increase base attack speed and/or scaling attack speed. /Due to AD Ali no longer being a threat, I don't see any abuse from this, outside of lasthits.
2. Make his passive ticks not every second but every 0.5 second with less damage. Total damage unchanged. /This is necessary utility buff that will make his farming not so frustrating.

Hope this gets heard by riot. Those shouldn't be milked
