Has Hecarim fallen out of favor?

I haven't seen a single Hecarim for days. He used to be pick or ban not a long time ago. He was considered to be a very oppressive and powerful top laner. However, I rarely see him now. I've actually tried to use him 2 times myself - and I lost and fed on both of them.

Is Hecarim now weak? Or people finally figured now how to counter him? Is that because Fizz and Gnar became more popular at top lane? (they are pretty good counters to Hecarim)

With the 5.16 patch everyone is busy playing all the new content and Hecarim is just sitting in the jungle evilly laughing and collecting the Freelo again.

Hecarim is not weak at all, he's just not running with the God tier pack anymore.
