Make Rylais great again

Rylais is probably one of the least built AP items currently. It is legitimately core to a lot of Mid laners play style like Cassiopeia, Malzahar, Brand, etc.. but it has not been worth building over other AP items.

It is actually a pitiful item and it's slow needs to be increased and dynamically change based on type of spell. Something like single target spells slow by 30%, DoT slow by 25% and area of effect gets the 20%. I am not saying to overtune it is badly as it used to be.

I think at this point we might as well hold off and see what all is coming with Runes Reforged before we suggest any item alterations. One reason Rylais is seemingly ineffective is the abundance of movespeed enhancements, like Stormraider's Surge. Once Masteries are gone and we can see what similar Keystones, if any, exist next season, then we can be safe in tuning items.

As a Malzahar main, I still build the item almost every time. Especially as a rush before enemies can hone in on their movement advantages, Rylias' 20% reduction can still be pretty strong. The Voidlings losing their bonus speed was painful, but it's more in line now with how Malz used to initially play. Voidlings didn't receive movement bonuses prior to the Mid Season Magic update. I will admit it's frustrating at times for champs with dashes or built-in speed buffs to just walk away from a perma-slow on your E like it's nothing, but other champs are still devastated by the slow (even if the number of said champs is decreasing these days lol). Right now, if Rylais were any more useful, it'd be a must-buy again, and the battle of the slows meta is really annoying in my opinion.

Stormraiders is being carried over by popular demand and with the current tuning they are proposing in their last preview it's even stronger, which, if the damage alternatives are not stronger as well (which my gut is telling me to doubt) it's gonna be league of stormraider's (turned spellslinger's)

Its not core on them...its cancer on them. That's why it was nerfed.

The only champions that have a right to complain about Rylai's nerfs are Vlad, Singed, morde, Swain and Amumu.

I would honestly prefer they make a new AP item that speeds up delayed cast animations like Cass and Karth Q. In late game those spell are too hard to land with everyone move at 400-500 movespeed.

Making single target 30% will just make Cassiopeia abuse the item again. Before the nerf she would build item 3116 , spam E, and keep you from running away.

It's a core item on Cassiopeia. The reason you have everyone running stormraiders on her over DFT is because of how bad Rylais is and how much better other items currently are on her. She is probably the best user of DFT in the game but most people won't even play her with it.

Why can a lot of hyper mobile AD assassins, AD carries, and tanks build frozen mallet for a 30%-40% slow but a kite mage is hardstuck at 20%?

All I want is melee only AP items so AP assassins like Akali, Ekko and Kassadin don't end up building the same items as mages.

Last I checked, Riot means of keeping LeBlanc in check was to curb her Assassination power and put her in a more of a kiting mage position. (Again, Like Ahri)

No LeBlanc is nothing like Ahri. LeBlanc has no sustain damage whatsoever, and is also an extremely bad pick if she is unable to close out her lane early enough and roam, while Ahri has a lot of viability past 20-25 minutes.

LeBlanc is still an assassin she is just nerfed and has a much harder time closing out her lane and roaming(especially with her latest change) than she did like back in January.

DOT needs to not proct it. It's because of DOT champions the item got throw into such a bad state to begin with (Cass, Teemo, Singed, Malz, etc).

The reason it's not built is because mid lane is currently 'kill or be killed,' and Rylai doesn't do a good job of killing. Nor does it do a good job of helping you survive someone rushing straight damage.

Changing the slow will do fuck all. It doesn't really matter whether you slowed Annie by 30% or 15% when she's 100 to 0'ing you in 2 seconds.
