As a Karthus player, I miss the days when I had to be careful about wasting my ult.

Now I can have 60% CDR with Transcendence, the ultimate hat, and cosmic insight.

That puts my ult on a 64 second CD late game. Thats insane, I can practically just whiff it whenever even if I doesn't kill anyone.

Can we return league back to the state where if you wanted 40% CDR you needed 10-20% CDR invested in runes. Those were the days when league was balanced and fun.
