Can't expect Riot to have every single champion in perfect balance. Some will always be weak, some will always be strong. All games are like that
He was a garbage champion for years and then riots like "know what aatrox needs? A change to his core item to help adcs. And a mini rework so he can't reliably have his passive"
Well, at least they acknowledge that Shen is a champion... even though they're looking for ways to hurt him.
