It's easier to adjust numbers than balance a kit that plain can't be balanced.

LeBlanc has winrates around 48% that only get better once you hit diamond (to ~50%).

People sure do dislike LeBlanc, but she doesn't seem to win as much as people would make you think for how much they complain. I'm not really sure of how strong her impact is in coordinated competitive right now, though (but Faker has now lost on LeBlanc, which, while weak evidence for this, maybe points to her not being as much of a terror in competitive either -- unsure where I can find definitive LCS/LCK/LPL stats for actual evidence either way).

No stats for Ekko yet to make any arguments about Ekko, though.

Not winning doesn't mean she isn't toxic to play against- just look at Yasuo. Riot even said that if Yas had a 50% win rate he'd be way too overpowered.

Yasuo also requires more team coordination to be effective than LeBlanc, though. What's being implied (and Yas is lot like Bard in this respect) is that if his solo queue winrate becomes high -- that is to say, if he's good in the land of uncoordinated play -- he'll be a monster in coordinated play.

It's honestly irrelevant how viable LB is. She ruins the game just like Yorick, Poppy, etc. Champs that Riot keeps underpowered on purpose. They should do the same with LB. It would make the game better.
