I'm a jungle main, so I'm going to give you my perspective on this comment right here.
Junglers very rarely lose your lane for you.
Here’s an example of a jungler losing one of his teammate’s lanes.
You, as the mid laner, go back to base to shop. Jungler comes into your lane and dies 1v1 to your opponent, by diving their tower. Twice.
That could, arguably, be the jungler losing your lane to your opponent. Giving away kills without ganking.
Anything other than something like that, it is your fault.
You say your enemy laner is sitting under your tower.
How did he get there? Why can’t you get him out of there? Did you feed him so hard that he is now so much stronger that you can’t even get within ability range to him? If so, that’s your fault.
Were you ganked so many times that you are underleveled and he has several kills on you? Why didn’t you ward? Why didn’t you have map awareness? Why didn’t you track your enemy’s level to see when his ultimate became available. Why didn’t you play more conservatively. That is also your fault.
Your lane, your responsibility. The jungle’s primary responsibilities are to control objectives, control and distribute buffs, maintain vision and eliminate enemy vision when possible, snowball winning lanes and attempt to salvage losing lanes. It is never their job to win your lane for you. And if you rely on him to win your lane for you, you are ultimately guaranteed to fail.
