This Queue Is Abysmal - 45 Minute Wait to be Filled?

Old queue I might've had to support, but I didn't sit in queue for 45 minutes to get filled to support like I did just now.

For expediency, the old system is better, and what we have here is a very modest improvement in likelihood of getting a preferred role.
