Drake Hierarchy
With the current elemental drakes, there's a clear hierarchy of drake priority, which entirely defeats the purpose of having elemental drakes (and to a degree, defeats the aim of the randomness as well--though that randomness shouldn't even exist).
Infernal drake should give +% dmg to champions, not +% AP/AD. As it is, Infernal is by far the best and most versatile drake to claim, since +% AP/AD directly translates to, "+%dmg vs towers, minions, monsters, champions; +% shields, heals; +% gold efficiency". The Infernal Drake, if I understood it correctly, was supposed to encourage fighting champions (ie 5v5 teamfighting). It was not supposed to make your team flat-out better at everything.
Ocean drake should give a +% bonus to healing, such that it might be a relevant dragon to take even if you're not playing with or against a poke comp. Imagine a Soraka team grabbing an Ocean Drake. Very impactful, and not something you'd just want to give up.
Earth drake if fairly powerful and should be left alone.
Cloud drake should give a +% bonus to all movement speed boosts in addition to its out-of-combat movespeed bonus. Imagine a Sivir comp getting their mitts on two or more cloud drakes. gottagofast.gif
This would make all the dragons scary, and turn them all into points of contention. Currently, the reactions go: "SHIT THEY GOT FIRE DRAKE" "Aw they got mountain oh well" "Eh they got ocean that's kinda annoying" "LOLOLOLOLOL who gives a fuck about cloud"
