Glacial is actually fantastic on Mage and ranged Enchanter Supports. The benefits you gain from 
alone is OP, but ad in a 
and the enemy cannot escape.
Glacial is used by almost no champion and it meant to be taken as an actual first rune. I run Glacial Augment Udyr and make it work. Glacial is a troll rune that people use if they wanna have fun and don't care about winning/losing. It's not broken at all unless your playing a zero mobility champion in which case...why are you playing a zero mobility champion.
