Serious Discussion about Dr. Mundo / ChampUp

This year, Sion got a big rework, because his old version was too cartoony and silly for the role he was supposed to play in the game and the lore.

So... can we talk about Dr. Mundo? Maybe hear something from Reds? Maybe silly and cartoony is right where he's supposed to be (we do have Singed which is a more serious 'mad sceintist' archetype, and Heimerdinger who lies somewhere in between). But I'd like to consider a few things;

This champion, visually and audio-wise, is /straight outta/ 2009, complete with giant implausible needle that looks like something on loan from Acme Corporation. 5 years ago, maybe that was the easiest and clearest way to sell "Jekyl and Hyde mad-man", but the game and its art team has come a long way since then. If he's supposed to be silly, he could certainly still do with some model / texture / animation updates.

From the way Riot wrote him, it sounds like he should be the extreme of serious and grim, with Heimerdinger on the silly end and Singed in between. We also know he's from Zaun, and was even such a bastard that Noxus wanted him on their side. Zaun is not a Bugs Bunny cartoon, it's an awful place, and we've seen it and it's denizens now, with things like Ekko's "Seconds" teaser.

His gameplay is also lack-laster. 3 of his abilities are basically passives and non-interactive steroids, and his only interactive ability is a linear skill-shot. I don't see any unique reason to play Mundo over other health-stacking / high-regen characters.

So why has this guy stayed off the rework list for so long?
