In the interest of increasing game speed, can we rework trinkets and do a UI tweak?

By the title i mean move recall to under or beside your right summoner spell, and use that UI space to have a second trinket slot. We can then rework trinkets into accessories, which would include boots and current trinkets. This would open up an item slot to help speed up the game, which would accelerate stomps (so the games arent held hostage by that one kassadin who just will not give up because he won lane) and give an additional component to build diversity.
