Kog'maw should not be allowed to build half tank and still do massive damage.
The only 2 full damage items he needs are
After that he can basically build all defensive items like
and proceed to be unburstable.

Last time I checked, those items are still primarily damage items.
Build damage = do damage.
^ this and also he does %HP damage with his W. So as the game proceeds and everyone gains more health, he will do more damage to them.
Agreed. Kog'maw should have to dedicate at least 4 item slots to pure damage. Him being immobile is kinda irrelevant when he has ~3k HP and a dedicated resist xD
It's not so much that he's building tanky and doing damage, it's that on-hit items typically come with some form of defensive stat attached to them.

The only defensive on-hit item is Wit's End. I mean Frozen Mallet I guess is on-hit but it's not meant for on-hit building champions, it's more of an item for a tanky damage dealer. Gnar started abusing it and look where that got us. Yasuo started using it too at one point, but it feels like an item that should be meant for melee champions, not ranged, as the goal of it is to keep them from getting away, not to be able to land easy ults. The problem is guinsoo's is too ridiculous now. They should have reverted it long ago.
Traditional on-hit items are
. All of those are geared for damage, though Wit's End is sort of a hybrid. It steals MR from the enemy so you can do more magic damage to them.
I totally agree, therefore have I mastered him entirely in top lane as FULL TANK. The only champion who stands a chance is the pussy champion
You ever played Kog'Maw? That champion is literally food for the enemy. Kog'Maw is the easiest champion in the game to kill. I don't see how anyone carry with him without building defensive.
