-Basically if you can't all in and kill him at levels 1~4 you lose the lane because he will sustain everything back.
-You can't gank him because of pool.
-He wins teamfights for free using his broken ult.
-He transitions into an unkillable tank by building damage.

In what way does he have impact further behind? He can't sustain in teamfights if he's behind and only can just continually push a lane. Any champion top lane that is behind's best option is to stay in lane and farm.
Vesarixx1 votesVlad is pretty simple to deal with, as long as you don't just sit there and let him poke you down with Q you should be able to beat him in lane, he has no hard CC, no real escape and his Q is on a very long cool down before level 9.
