His Q is buggy AF.
OFTEN I will Q to someone who Dashes away after I Q, they dash and Fizz follows them ending being next to them but they take ZERO damage from the Q.
OFTEN I will Q to someone who is getting killed by one of my team. I will dash to them and get no assist.
If my Q dashes me to someone then it should hit plan and simple.

As YaRossy said, you can dodge it with a well timed flash/blink just as you can with Lucian Q.
God forbid Fizz has some counterplay.

If I Q Ekko as he ults I will follow him to his end position. Luc Q will traval to the location of when you pressed Q.
They are VERy different.
